In our unscientific sampling of 1000 unsolicited emails between August and December 2004 ... Chinanet (the Government data network for China) was directly involved in 54% of them. That is an incredible number for any single country ... never mind one ISP ... and China has numerous other Internet Service Providers that are not spam problems. 

 

Additionally Chinanet has ignored thousands of our spam reports over the past three years.  In one instance that started in June 2003 and continues to the present day ... Chinanet Province Chongqing has ignored 378 spam reports from us on the same IP range.  As it seems clear from this that Chinanet and Government officials do not take the spam problem seriously enough we believe participation in the 2008 Beijing Olympics should be contingent on Chinanet making a reasonable effort to clean up this mess.

 

The spam data represented accumulates daily from a small percentage of randomly selected spam sent to ten separate email accounts.  An *occurrence* in the data above can be a forwarding mail server, a web site or a name server supporting a web site advertising spam
